This becomes a particular issue now that we have dependent builds. We dont want an explosion of build requests when we can avoid it. And we certainly don't want to overwhelm the user with a heap of build requests in the queue that later get assimilated.
So, assimilate early if possible. Possible is pretty much defined by the existing assimilation rules + that there are no dependency predicates in place.
