Sometimes it opens a confluence page, at other times it opens up a new panel.

The help links on forms always open the side panel. The help link in the top right of the page takes you to confluence. We need to rethink this latter link, as it is less useful now we have built in help. Perhaps we should just remove it, or make it a constant link to the front page of the manual with a slightly different icon.
