On initial startup, the master agent may be defined while handling the ConfigSystemStartedEvent. This event is also used to trigger initialisation of the connection between the resource manager and the config system. If the master agent is created and pinged first, Pulse may try to add discovered resources to the resource manager before it has access to the configuration provider.
