Local build fails to start
IOException parsing XML document from class path resource [com/zutubi/pulse/dev/bootstrap/bootstrapContext.xml]; nested exception is java.io.FileNotFoundException: class path resource [com/zutubi/pulse/dev/bootstrap/bootstrapContext.xml] cannot be opened because it does not exist
Clearly we need a test that runs from the actual package.
