The YYYY pulse system triggers the XXX-Installers build when the XXX-Incremental build completes successfully.
But when XXX-Installers builds, it triggers at whatever changelist is current - not the changelist of XXX-Incremental which succeeded - so the XXX-Installers build can get a later,broken version of the source code.
The build-completed trigger should have the ability to trigger the dependent build at the same changelist number.
This is also necessary for our UI testing, which we run as a separate pulse project because it needs to run as a limited role account with access to the desktop.
